Expression Blend/Silverlight seems only to be supporting Forms based web design, and not the Rich Graphical experience. It is a great idea with one side effect. I've seen users that type in one textbox and then press tab to the next field, by the time the cursor is in the new field, the label is hidden and they don't know what to enter.
